Load balancer fleet rotation

Starting today we are rotating our load balancer fleet. This means that all existing load balancers will be taken out of rotation and replaced with new load balancers. The process is seamless and should not cause any problems.

There is an exception for anyone who is hard-coding against our IP addresses. Any clients that are hard-coded against our IP addresses in software or firewall configurations may experience intermittent connectivity as a result. As a reminder, we do not support static IP addresses in our cloud offering. For more details see our documentation (https://smartystreets.com/docs/cloud/requirements#dns).
